The statement said that for a long time now, the administration has been behaving erratically and delaying the job promotion of the teachers who have joined the education vacation from the date of availability, including the fair rights and financial benefits of the teachers. As a result, the issue of up-gradation has become more and more complicated and the up-gradation of teachers is heading towards an uncertain future. The statement also said that the teachers' association had repeatedly discussed the issue with the vice-chancellor, but it was limited to assurances.

It further said that the university administration has not taken any effective initiative to hold the Regent Board meeting for a long month even though the Viva Lower Board has completed the upgrade under pressure. In view of this, it was decided with the consent of the general teachers that if no effective initiative is taken to hold a meeting of the Regent Board by 5th April, all kinds of academic and administrative activities will be closed from 6th April.

The statement also warned that stricter measures would be taken if necessary. The teachers' association has already informed the vice-chancellor of this decision. Following this, the Vice-Chancellor sat down for a discussion with the teachers' association.

During the discussion, the Vice-Chancellor promised to convene a meeting of the Board of Regents with a view to implementing the upgrade from April 12 onwards. But on April 4, the teachers' association met with the vice-chancellor to find out about the progress of re-organizing the regent board. The vice-chancellor said at the time, it was not possible to hold a meeting of the regent board due to the lockdown. Later the teachers association requested to take viva online as an alternative. But the vice-chancellor informed the teachers' association that he would not take viva online. However, if he was sincere, it would have been possible to finish all the stages of Viva earlier, the concerned people complained. As a result, the teachers' association strongly protested against the vice-chancellor's indifference and lack of sincerity in upgrading.

The last vice-chancellor made it clear to the teachers' association that he could not do anything under any circumstances. At the same time, teachers were told to wait until the passage of the lockdown situation. In view of this, an emergency meeting of the working committee of Bashemurbiprabi Teachers' Association was held on April 5 at 10 am. In that meeting, in the general meeting held on March 22, 2021, according to the opinion of all the teachers, a policy decision was taken to implement the decision taken to stop all academic activities from April 8.

In this regard, the vice-chancellor said. AQM Mahbub said, "We have already completed the upgrade viva of 30 departments." In addition, the remaining four sections of the viva will be completed soon after the lockdown. Besides, the issue of Viva and Regent Board is stuck for lockdown. But I have nothing to do if the teachers still decide not to understand the current situation. It may be mentioned that from December 23 to 31 last year, from the date of availability of teachers who were deprived of promotion, the Bashemurbiprabi Teachers' Association held a series of the human chain and position programs to demand promotion and permanent employment of teachers on education leave.
