New Conditions May Be Added for the Appointment of Institutional Heads

News Desk: Although the Non-Government Teachers’ Registration and Certification Authority (NTRCA) has been recommending teacher appointments since 2005 and entry-level teacher recruitment since 2016, the Ministry of Education has, for the first time, assigned it the responsibility of appointing heads of institutions.

This authority was granted through a circular issued on January 27. The authorities stated that the latest manpower structure and MPO (Monthly Pay Order) policy will be followed in the recruitment process.

The Ministry of Education is considering adding a condition that no one will be appointed as head of an institution or assistant head in private educational institutions without at least 18 years of teaching experience. A final decision on the matter may be taken on Tuesday (March 3).

Currently, the recruitment conditions mention a requirement of 15 years and 12 years of job experience for the two top posts—head of institution and assistant head, respectively. The ministry is moving to tighten these requirements to prevent less experienced individuals from entering these top positions.

Muhammad Rafiqul Islam, Secretary of the Technical and Madrasa Education Division, said the matter has not yet been finalized. A final decision may be made today.

According to the policy guidelines for appointing heads of institutions, candidates for the position of Vice Principal must have at least a second division/class postgraduate degree from a recognized university. They must also have at least three years of experience as a Principal of a higher secondary school, Principal of a higher college, Vice Principal of a degree-level secondary college, Vice Principal of an honors or postgraduate college, or as an MPO-listed Assistant Professor—along with a total of 12 years of teaching experience.

Similarly, eligibility for recruitment exams for the posts of Head of Institution and Assistant Head Teacher at the school level will be determined according to the latest MPO policy for secondary and lower secondary levels.

Under the policy, candidates for the post of Head Teacher of a lower secondary school must have a bachelor’s degree or equivalent along with a B.Ed. degree from a recognized university. Applicants must also have at least 10 years of teaching experience in an MPO-listed position as an indexed teacher at a secondary or lower secondary school.

For the post of Head Teacher of a secondary school, candidates must have at least three years of experience as an indexed Assistant Head Teacher or Head Teacher of a lower secondary school, along with a total of 15 years of teaching experience in MPO-listed positions.

Alternatively, candidates with at least three years of experience as a senior teacher and a total of 17 years of teaching experience are also eligible to apply.
