Government Promotes 172 Officials to Joint Secretary Post

News Desk: The government has simultaneously promoted 172 Deputy Secretaries to the rank of Joint Secretary, marking the largest promotion in the civil administration since the formation of the new government following the 13th National Parliamentary Election.

The Ministry of Public Administration issued a gazette notification regarding the promotions on Thursday (July 9).

All newly promoted officials have been designated as Officers on Special Duty (OSD) under the Ministry of Public Administration. However, no separate posting orders assigning them to new positions have yet been issued.

According to the notification, the promoted officers may submit their joining reports directly to the Senior Secretary of the Ministry of Public Administration or electronically via email at ([email protected]).

Officials whose workplaces have changed since the promotion order was issued have been instructed to mention their current office and address when submitting their joining reports.

The notification also states that the government reserves the right to amend or revoke the promotion order if any adverse or conflicting information regarding an officer emerges at a later stage.

With these promotions, the total number of Joint Secretaries in the administration has risen to 1,061.

The primary consideration for this round of promotions was officers from the 24th Bangladesh Civil Service (BCS) Administration Cadre. In addition, officers from several earlier batches who had previously been overlooked were also included in the promotion list.

Under the Government Promotion Rules for Deputy Secretary, Joint Secretary, Additional Secretary, and Secretary Posts, 2002, 70% of promotions to the post of Joint Secretary must come from officers of the Administration Cadre, while the remaining 30% are to be filled by Deputy Secretaries from other BCS cadres.

According to the rules, an officer becomes eligible for promotion to Joint Secretary after serving at least five years as a Deputy Secretary and completing 15 years of service in the relevant cadre, or after three years as a Deputy Secretary with a total of 20 years of government service.
