BCS Education Cadre Transfer and Posting Policy Issued

News Desk: The government has issued the "BCS (General) Education Cadre Officers Transfer/Posting Policy, 2026" to ensure the swift disposal of transfer and posting applications submitted by BCS (General) Education Cadre officers.

According to the policy, issued on Sunday, the guidelines will be followed when considering transfer or posting applications from teachers and officers serving at government colleges, as well as transfers or postings made on administrative grounds. However, the government retains the authority to transfer or post any teacher or officer to any position or workplace at any time in the public interest.

Under the policy, applications for transfer or posting must be submitted to the appropriate authority along with the required documents.

The policy states that newly appointed lecturers will not be eligible to apply for a transfer before completing two years of service. Similarly, other teachers and officers will generally not be allowed to apply for a transfer unless they have completed at least two years at their current workplace. However, applications may be submitted before the completion of two years in cases involving serious physical, mental, or family-related problems. Such applications will be considered by the government based on their merit.

The policy also allows spouses who are both employed to apply for transfer or posting so that one may be posted to the other's workplace or to a nearby educational institution. In addition, if a teacher or officer applies for a transfer to a preferred location one year before going on pre-retirement leave (PRL), the application will be given priority, subject to the availability of a vacant post.

Applications containing incomplete information or submitted without an updated Personal Data Sheet (PDS) will not be considered.

According to the policy, transfer applications will be assessed based on several factors, including the applicant's personal and family circumstances, professional requirements, serious illnesses affecting the applicant or family members, and the distance between the applicant's home district and current workplace.

The policy further states that transfer applications will be reviewed by the designated committee before transfer or posting orders are issued. Priority will also be given to filling vacant positions at government colleges in upazilas and remote areas.

Power Decentralization

One of the most significant changes introduced by the new policy is the partial decentralization of transfer and posting authority. Under the policy, the Director General of the Directorate of Secondary and Higher Education (DSHE) has been given the authority to transfer or post officers holding the ranks of Lecturer and Assistant Professor.

The Ministry of Education will retain the authority to transfer or post officers holding the ranks of Associate Professor and Professor.

Previously, under the online transfer policy, the authority to transfer and post education cadre officials at all levels was centralized under the Ministry of Education.

Officials believe that by delegating the authority for lower- and mid-level transfers to the Director General of DSHE, the process of disposing of transfer applications will become faster and more efficient.
