‘July Mass Uprising’ Quota to Be Included in XI Admission

News Desk: A new quota titled ‘July Mass Uprising’ is set to be included in the Class XI admission policy. Students who passed the SSC exam and come from the families of those killed or injured in the 2024 student-public movement will be eligible for this special quota. The Inter-Education Board has already submitted a recommendation to the Ministry of Education. If approved, this quota will be implemented starting from the 2025 Class XI admission process.

According to board sources, priority in this special quota proposal has been given to the children and family members of those martyred. Currently, the college admission policy includes a total of 7% quota: 5% for children of freedom fighters and 2% for dependents of the Ministry of Education. However, the number of students from freedom fighter families at the college level has decreased significantly. The quota for grandchildren was also scrapped by a court ruling. Hence, a process of restructuring the existing quota system has been initiated after reviewing the current reality.

A board inspector, speaking on condition of anonymity, said, “There are hardly any children of freedom fighters at the college level now. A new quota was needed based on historical and practical grounds. This change will lead to further reforms in the Class XI admission policy.”

The Inter-Education Board coordinator and Chairman of the Dhaka Board, Professor Dr. Khondoker Ehsanul Kabir, told the media, “Major changes are coming in the 2025 Class XI admission guidelines. A draft has been sent to the Ministry of Education addressing quota restructuring, merit-based preferences, the migration process, and challenges faced by private colleges.”

In addition, the draft also recommends setting specific timelines for the admission process, encouraging technical and vocational education, and addressing issues faced by low-performing colleges.

In 2025, a total of 13,03,426 students passed the SSC and equivalent examinations, with 1,39,032 students obtaining GPA-5. According to BANBEIS and the education boards, there are approximately 22 lakh seats available across 9,181 colleges and madrasas for Class XI. The Technical Education Board has another 9 lakh seats at the HSC level, and about 2.41 lakh seats exist in public and private polytechnic institutes. Altogether, there are around 33.25 lakh seats available, meaning over 25 lakh seats are likely to remain vacant at the college level this year.

The education board stated that online applications for Class XI admission will begin in the last week of July. The Directorate of Secondary and Higher Education plans to complete the application and migration process in three phases and begin classes by September.
