Chief Advisor Orders Swift Recruitment to Vacant Head Teacher Posts in Primary Schools

Professor Dr. Muhammad Yunus, the Chief Advisor, has directed the fastest possible recruitment to fill the vacant head teacher posts in government primary schools across the country.

He gave this instruction at a meeting held yesterday afternoon (14 July) at the State Guest House Jamuna. The meeting was attended by Dr. Bidhan Ranjan Roy Poddar, Advisor to the Ministry of Primary and Mass Education; Abu Taher Md. Masud Rana, Secretary of the Ministry; Siraj Uddin Miah, Chief Secretary to the Chief Advisor; and other officials.

During the meeting, the Chief Advisor inquired about the quality of education in government primary schools and which schools are performing well.

Advisor Bidhan Ranjan Roy said, “A lot of funds have been spent to improve infrastructure in primary education. But the main objective—to improve education quality—has not been achieved. We are evaluating schools and ranking them. Special programs are being developed for schools where children are lagging behind.”

He added that evaluation shows schools with better quality often have qualified head teachers and strong relationships among staff, which play a major role. Currently, 32,000 head teacher positions in primary schools remain vacant. The Chief Advisor was informed that steps are underway to address this quickly.

Besides filling vacant posts, the Chief Advisor also ordered new recruitment of head teachers. He said, “Priority must be given to how to bring qualified candidates for head teacher posts. Categories should be made: experienced teachers with many years of service will get priority, but young teachers should also get opportunities as head teachers. This recruitment process must be conducted smoothly.”

He instructed to coordinate with the Public Service Commission (PSC) to issue notifications and complete the recruitment process rapidly. Additionally, he directed officials to bring policy changes regarding teacher transfers.

He said, “Often teachers get appointed in one Upazila (sub-district) but try to transfer to another Upazila or a school near the city through recommendations or influence. There must be clear policies and procedures for transfer, and transfers should only be allowed through these.”

The Chief Advisor also asked about special provisions for girls in schools and whether school infrastructure is women-friendly. He said, “When constructing school buildings, there must be at least one female architect on the committee to ensure women-friendly infrastructure. Girls’ issues must be specially considered in planning, thinking, and implementation, with all necessary arrangements.”

Moreover, Professor Muhammad Yunus emphasized continuous internet connectivity and the creation of multimedia classrooms in all primary schools nationwide.
