Vacancy Announcement

The International Federation of Red Cross and Red Crescent Societies (The Federation) is the world’s largest humanitarian organisation. The Federation has been working with Bangladesh Red Crescent Society (BDRCS) for more than 30 years and also with other Participating National Societies in humanitarian fields mainly disaster response and management, cyclone preparedness, disaster relief, recovery & rehabilitation, Health, community based disaster preparedness, risk reduction and mitigation, etc. The German Red Cross, member of the Red Cross Red Crescent movement, is part of a worldwide community assisting victims of conflict, disaster and people affected by social or health-related crisis. The Red Cross movement provides vulnerable people with assistance exclusive of discrimination of nationality, race, religious beliefs, class or political opinions and adheres to the seven principles of the Red Cross movement: Humanity, Impartiality, Neutrality, Independence, Voluntary Service, Unity and Universality. The German Red Cross intervenes in disaster preparedness, response and rehabilitation, health, social and environmental as well as capacity building projects in cooperation with international sister organisations within the movement. German Red Cross (GRC) is working in Bangladesh under the integration agreement with the International Federation of Red Cross and Red Crescent Societies (IFRC) Bangladesh Delegation. German Red Cross of the International Federation of Red Cross and Red Crescent Societies Bangladesh Delegation is searching for an experienced “Senior Project Officer (SPO)-FbF” (male/female) for their Dhaka Office. The duration of the contract is planning for six months with possible extension starting from as soon as possible. Forecast-based Financing (FbF) Forecast-based Financing (FbF) enables access to humanitarian funding for early actions based on in-depth forecast information and risk analysis. The goal of FbF is to anticipate disasters, prevent their impact, and reduce human suffering and losses. FbF implements pre-agreed early actions in the short time between a forecast and the event happening. This means that early actions need to be implemented before a disaster happens in order to reduce the impact on the potentially affected population. FbF is a relatively new approach as it focuses on anticipating disasters rather responding to them. In Bangladesh, the Bangladesh Red Crescent Society (BDRCS), German Red Cross (GRC), IFRC, and United Nations World Food Programme (WFP) have been working since 2015 to design and further develop the FbF approach. The current FbF systems covers cyclones and floods and the plan is to expand it to cover other relevant hazards and in the meantime to institutionalize the system.
Purpose:
The Senior Project Officer (SPO) will support the Project Delegate in the Project Cycle Management (e.g. planning, implementation, monitoring, reporting, budget control etc.) and provide oversight and technical support on all programme activities implemented at the field level. In doing so, s/he has to adhere to GRC, IFRC/FFO standards, policies and regulations and will assure the highest standards of service and accountability, thus contributing to the overall efficient and effective running of the project activities under the overall supervision of Project Delegate. Specific duties and responsibilities:
Overall :
  • Coordinate and work together with the counterpart at Bangladesh Red Crescent Society to develop, implement, and monitor Project activities;
  • Act as a focal point for overall FbF coordination: initiate, nurture and sustain coordination and collaboration with the stakeholders (including Red Cross Red Crescent movement partners, IFRC, Government ministries and departments, UN agencies, I/NGOs, academia, and others);
  • Work with the scientific and humanitarian community to identify context and hazard specific early actions that can be implemented before any disaster; based on the forecasts;
  • Work with relevant actors at relevant levels in implementing forecast based actions to prevent and/or reduce loss of damage due to disasters;
  • Develop annual operational plan and budget and implement the plan as agreed with the donors and partners;
  • Organize and facilitate trainings, workshops, and meetings as at national and sub-national levels;
  • Establish and/or maintain database on forecasts, exposure, vulnerability etc.;
  • Draft Project reports, budget overviews, proposals, information/knowledge products, and IEC materials;
  • Design and implement qualitative and quantitative research, action research, and assessments;
  • Represent GRC and the Project in external meetings and workshops;
  • Perform other duties and responsibilities as required.
Finance and Administration:
  • Monitor and review project budget- prepare monthly budget overview in consultation with the finance department;
  • Review vouchers and financial documentations;
  • Support and facilitate Project related procurements
Human Resources:
  • Line manage Project staff in coordination with the Project Delegate;
  • Identify training needs and provide training and coaching for staff and local counterparts;
  • Undertake staff appraisals with the guidance of Delegates and HR-Admin Officer;
Duties Applicable to All Staff:
  • Work towards the achievement of the IFRC/GRC goals in Bangladesh, operating through effective coordination and lateral relations and teamwork;
  • Abide by and work in accordance with the Red Cross/Red Crescent principles and values;
  • Maintain an efficient and harmonious working environment among employees, partners and mangers;
Educational attainment and relevant experience:
  • A relevant post-graduate degree; preferably Meteorology/ Hydrology, Social Sciences, Engineering
  • Minimum of five years’ experience in related field; 3 years in mid-level managerial position preferred with thematic focus on Disaster Risk Reduction (DRR) or climate change adaptation;
  • A good understanding of Disaster Risk Management landscape of Bangladesh;
  • Strong project management and coordination skills;
Skill & Knowledge:
  • Organizational skills, problem solving mind, analytical, flexible, rigorous, with common sense and autonomous
  • Mobility and flexibility, willing to work in the multi-cultural team
  • Negotiation and diplomatic qualities
  • Fluent in Bangla and English;
  • High level of attention to details in all aspects of work responsibilities;
  • Training and presentation skill;
  • Report writing skill;
  • Ability to priority multiple task and meet deadlines;
  • Good knowledge of the RC/RC principles, Code of Conduct, Humanitarian standards (e.g. SPHERE, RBA, HAP);

  • Works well under stress;
  • Ability to work independently on own initiative and also to contribute as part of a team;
  • Willingness and ability to learn, flexibility and adaptability;
